Do Manhattan small businesses LLC' have to pay an Ad Fee???

I was told by Legal Zoom that if I got an LLC in the city I woulod have to advertise my company in a local news paper, and the cost for that was 1,1000 bucks. If so what the hell does the small business adminstaion do all day, this feee is outrageous and prevents people from moving on. Please help me figure this out?
