How can I know if my aunt is developmentally delayed?

Her IQ is 86. Which is in the low 18 % range. She doesn't quite understand some stuff. She has brain damage due to a stoke in 1994. SHe doesn't know right from wrong. She didn't finish school. I dont know if learning is hard for her. But she shows a tendency to not quite understand a certain subject.
